Dr. Michael Shane Cowen
Dr. Michael Cowen combines deep philosophical training with over three decades of hands-on experience in project and performance management. He holds a PhD in Post-Structural French Philosophy from the University of Manchester, a background that strongly informs his critical approach to governance, risk, and delivery under uncertainty.
Since joining the Environment Agency – Abu Dhabi in 2011, he has led complex, high-uncertainty transformation initiatives focused on strategy execution and enterprise performance. Most notably, since 2024, he project-managed the implementation of Corporater for Environment Agency – Abu Dhabi Strategy Hub, integrating five legacy systems—spanning strategic planning, risk, and budgeting, performance, and projects—into a single coherent platform. His work sits at the intersection of antifragile thinking, portfolio governance, and real-world delivery.
